Chief questions unliquidated P1.23M

LOOC barangay captain Cesar “Sol” Cabahug Jr. filed a complaint against members of the barangay council for grave abuse of authority after they refused to support his decision to replace the barangay secretary and treasurer.

The change came after the discovery by auditors that P1.23 million in cash advances by the previous barangay captain Editha Cabahug remained unliquidated.

A separate complaint will be filed against barangay treasurer Medardo Yuson and Editha Cabahug.

The barangay captain first filed a complaint with the Visayas Ombudsman on Feb. 22 over the council’s refusal to agree with his choice of a new barangay secretary and treasurer.

Respondents in the case include Cabahug’s nephews, councilors Raul Kevin, Raul Skipper, Edelito and Elmer Mykeil and his niece Lilitha Cabahug-Basconsillo; Alejandro Jayme and Jose Lozano Jr.

Cabahug’s lawyer Francis Rod Bagaslao said another complaint will be filed next week.

He said that based on the report of the Commission on Audit, the P1.23 million cash advance remained unliquidated at year end of 2007.

The barangay captain replaced the treasurer Yuson and secretary, Aurora Gabasa, after aassuming office last November. He cited the “questionable cash advances, disrespect and refusal to adhere to his authority as the new barangay captain.”

Cabahug defeated his brother Raul in the October elections.

Speaking on behalf of her sons, Editha Cabahug, who is now a barangay councilor, said they only wanted proper steps followed and that appointments of the new treasurer and secretary need the concurrence of the council.
The councilors wrote the Department of Interior and Local Government (DILG), asking about the scope of their powers to settle the matter.

Editha, wife of Cabahug’s brother, said the replacement was plain political because the treasurer and secretary were both qualified. Reporter Dale G. Israel
