No probe on customs police yet

THE Bureau of Customs (BOC) is waiting for orders from the bureau's central office in Manila to start the investigation of Customs police on Mactan Island.

Customs Collector Ronnie Silvestre said he has not received any order from Manila to investigate the Customs police headed by Captain George Macarubbo for the release of a Chinese arrested on March 6 at the Mactan Cebu International Airport for carrying an undeclared HK$1 million.

Macarubbo granted the request of Joan Marie Aquino to release Zhang Li Feng. Aquino is an employee of Lucky Star, a firm connected with casino in Mactan. The release was described as illegal.

Feng has escaped from Aquino's custody and returned to his home country. The Chinese flew to Hong Kong on board Philippine Airlines flight PR-306 on March 9.

Silvestre said reports about the incident had been submitted to the BOC in Manila.

An obstruction of justice case was filed against Aquino at the Lapu-Lapu City prosecutor's office, said Silvestre.

Aquino has declined to comment.

Feng was also charged with violation of the anti-smuggling law and violation of Republic Act No. 7653 or the New Central Bank Act.

The law states that ?any person who brings into or out of the Philippines foreign currency in excess of US$10,000 or its equivalent is required to declare the same in writing and to furnish information on the source and purpose of the transportation of such currency.?

Section 36 of the law says violation of the provision is punishable ?by a fine of not less than P50,000 nor more than P200,000 or by imprisonment of not less than two years nor more than 10 years, or both.?
