THE Provincial Council for the Welfare of Children is closely monitoring the trafficking activities of a syndicate that may be operating in Cebu province.
This developed after the police rescued three girls who were brought to Manila last month by an illegal recruiter.
Provincial Board Member Agnes Magpale, chair of the PCWC, said the police alerted Capitol officials about the activity. The provincial government will assist in the filing of charges against the recruiter, a certain Maria Theresa Culipano of barangay Paknaan in Mandaue City, once she?s caught.
During yesterday's PB session, Magpale said the female recruiter could be using different names. They still have to confirm whether she used her real name when she brought the children to Manila.
According to the report submitted to the PCWC by Chief Inspector Milagros Soliano of the Minglanilla police station, the suspect is 4 feet and ten inches tall, and is between 32 to 35 years old.

The father of one of the victims asked the police for help last Jan. 12 after his daughter failed to come home one night. She was one of those recruited by Culipano.
(The identities of the father and the children were withheld to protect the minors.)
In the morning, it was discovered that the children had already boarded a ship for Manila, prompting the police to alert counterparts in the Capital.
When the ship docked at the Manila port, the police were able to secure the three minors but Culipano disappeared.
