FIVE policemen blamed for the escape of eight arrested suspects who were supposed to be detained in a makeshift jail in the Cebu Provincial Police Office in Sudlon face suspension.
They were slapped an administrative charge of neglect of duty.
They also stand to lose their incentives and bonuses for this year if proven they had committed serious lapses.
The detainees were to be kept in a container van in the police camp used as a holding cell but it lacked a padlock.
The stockade was recommended for repair by Supt. Arturo Evangelista, head of the Regional Investigation and Detection Management Branch (RIDMB).
He recommended the filing of charges against PO3 Danilo Lopez and PO3 Dindo Tajanlangit of the Regional Intelligence and Investigation Division (RIID); PO2 Jona Rey Barangan and SPO2 Armando Devilleres of the CPPO; and Supt. Juanito Enguerra of the Provincial Intelligence Branch of the CPPO.
He also recommended regular inspection of all detention cells of police offices in the region as well as to renovate the PRO-7 stockade in Sudlon so the RIID would not have to turnover their detainees to other police units.
The proper procedure of turning over a prisoner was not followed by both the RIID and CPPO in the escape earlier this month.
Evangelista recommended that a summary hearing be made to trace the problem.
