THE Cebu City Council will hold a special session today to discuss the P2.9- billion budget for the calendar year 2010.
Mayor Tomas Osmeña will address to the Cebu City Council and formally endorse the budget for next year at the Session Hall.
Cebu City Treasurer Ofelia Oliva will present the financial highlights of this year.
“Usually, the mayor will only sign the following year’s budgetary items and submit to the council for approval while the city treasurer will also submit a report of the fund sources to the council,” said Oliva.
“But this time. there will be a formal program for the presentation of the budget as this will be the last annual budget for his third term as mayor,” she said.
The budget is just the same annual budget for this year. It has been the policy of the Osmeña administration to present a “lean and mean” budget.
Allocations for special projects are don through supplemental budgets.
This year, the Cebu City Council has passed seven supplemental budgets amounting to P4.5 billion.
The City Council may pass an eighth supplemental budget before the end of the year.
Cebu City Councilor Jose Daluz III, City Council committee chairman on budget and finance, has been collating all project proposals from the city councilors which would be included in Supplemental Budget 8.
Last Oct. 22, acting Mayor Michael Rama presented the proposed budget for 2010 to the City Council where it was approved on first reading.
Rama presented the budget then because Osmeña was on extended leave.
Osmeña reported back to work on Oct. 26.
