A Capitol committee convenes for the first time today to discuss a proposal to implement a Cebu provincial government project through a joint venture (JV) with a private investor.
Details of the project or the first offer made to the Capitol for a tie-up were not immediately given.
Gov. Gwen Garcia said that while the province has over P1 billion in unappropriated cash, ?there are still other fields which we can venture into (to raise additional revenues),? she said.
She assured that the JV to be particpated by the province would be different from the JV which the Cebu City government entered into with Filinvest Land Inc. for the development of a portion of the South Road Properties (SRP).
?Watch closely each and every step that we will take so that you'll see how not to do it and how to do it and whose interests will be served and how public interest will be served (in the implementation of capitol's JVs),? said Garcia.
Capitol consultant Rory Jon Sepulveda would not state the nature of the Capitol's first offer for a JV project until it is discussed by the committee.
Members of the Cebu provincial joint venture selection committee will have members of the executive and legislative branch.
The JV committee was created through a provincial ordinace passed during the second quarter of the year.
It allows the provincial government to implement projects in partnership with the private sector or another government body.
Capitol officials had criticized the Cebu City government for purusing what it called a JV that was disadvantageous to the city.
The Province had applied for the SRP but was not allowed to contest the unsolicited offer of Filinvest.
The city government said the Capitol was not qualified because it was a government entity and had no extensive track in lad development.
Governor Garcia siad the Capitol's JV projects would benefit only the interest of the Cebuanos.
She cited solid waste management as a common problem shared by the different local government units.
?The problem can be turned into a revenue generating activity by converting waste into energy,? she said.
She said she would implement her plans unlike other chief executives who are only good at planning.
