The Naval Reserve Command (Navrescom) awarded Cebu City Mayor Tomas Osmeña for his outstanding service as a commissioned reserve officer.
The awarding was held yesterday in Fort Santiago in Manila on the occasion of Navrescom’s 26th anniversary.
Lieutenant Colonel Hercopel Pelayo, deputy commander for Naval Reserve Center-Eastern Visayas, said Osmeña was awarded as Reservist Officer of the Year for his active and outstanding service.
Pelayo said Osmeña, who has a rank of lieutenant colonel, is the current commander of the 51st Marine Reserve Battalion (MRB) stationed in Arellano Boulevard, Barangay (village) Tinago, Cebu City. Osmeña assumed the command of the battalion on June 21, 2006.
Among the mayor's achievements that earned him the award were the deployment of the 51st MRB elements to Cebu City's upland barangay of Sinsin to help relocate at least 20 families who were affected by the landslides and their participation in the Department of Education's Brigada Eskwela conducted in Mambaling Elementary School.
Pelayo said Osmeña also gave financial assistance to the families of fellow Marines who were killed in battle.
Pelayo said former Cebu provincial board member and Master Sergeant Luigi Quisumbing of the 51st Marines received the award in behalf of Osmeña, who is in the United States undergoing chemotherapy for his cancer in the urinary bladder. /Correspondent Justin Anjuli K. Vestil
