Leyte mayor faces graft raps

Eleven barangay and city officials of Libagon, Southern Leyte filed criminal and administrative complaints against Libagon Mayor Rizalina Espina and six others at the Office of the Visayas Ombudsman yesterday.

The complainants, nine barangay captains and two barangay councilors accused Espina of violating the provisions of the Government Procurement Act in relation to Anti Graft and Corrupt Practices Act.

The complainants asked the Ombudsman to issue a preventive suspension against Mayor Rizalina Espina, her husband Atty. Domingo Espina, Romulo Endico of the Bids and Awards committee, municipal engineer Natividad Castanares, municipal treasurer Arlene Duarte, municipal accountant Flordeliz Maamo, winning bidder The Legacy Construction, and losing bidder Patrilla Builders.

The complainants said the mayor entered into a subsidiary loan agreement with a bank in the amount of P19,045,600. The proceeds of which shall be used to finance the water project.

The complainants cited the sub loan was notarized by the husband of Espina, which violates the 2004 rules on Notarial Practice, which states that a notary public is disqualified from performing notarial act if he is a spouse of the principal.

They also said the pre-procurement conference and the pre-bid conference was done in one day. /Correspondent Ador Vincent Mayol
