US says West Philippine Sea is global problem

NUSA DUA—The United States on Sunday condemned acts of “intimidation” in the West Philippine Sea and called for greater international attention to resolve maritime disputes that threaten trade.

US Secretary of State Hillary Clinton said a deal between China and Southeast Asian nations on guidelines for future negotiations over the West Philippine Sea, also known as South China Sea, was just a “first step” toward a binding code of conduct.

“We think it was an important first step but only a first step in adopting the declaration of conduct,” Clinton told reporters in Indonesia after attending Asia’s main security forum.

More detailed negotiations are needed to unpick a tangle of maritime stakes in West Philippine Sea, which China claims in its entirety despite rival assertions by Brunei, Malaysia, the Philippines, Taiwan and Vietnam, Clinton said.

“There needs to be a lot of dialogue between (Southeast Asian nations) and China… and the rest of the world needs to weigh in because all of us have a stake in ensuring that these disputes don’t get out of control,” she said.

Clinton noted the West Philippine Sea carried about half of global trade and said the international community should be more involved in settling disputes, an idea China has repeatedly rejected while “guaranteeing” free navigation.

She said all territorial claims should be clearly defined and resolved according to the UN Convention on the Law of the Sea, a position shared by most of the claimants except China, which bases its stake on historical maps.

At a meeting with the 10 members of the Association of Southeast Asian Nations on Wednesday in Bali, China agreed to a set of guidelines setting a framework for an eventual code of conduct for the sea.

China and some Asean members hailed this as a breakthrough that would defuse the tensions, but the Philippines maintained the guidelines lacked teeth and did not specify what territory is in dispute.

Clinton said there had been increasing incidents of intimidation, ramming, and the cutting of exploration cables lately – the “kind of things that will raise the cost of doing business for everyone.”

“We are strongly against use of threat or force by any nation to advance its claims,” she said.

“There needs to be very concerted effort to realize a code of conduct and there needs to be a call by the international community for all parties to clarify their claims.”

Her comments are likely to irritate China, which has repeatedly warned the United States not to interfere in its territorial integrity and rejects international pressure to resolve its maritime disputes.

Clinton met Chinese Foreign Minister Yang Jiechi in Bali last week and repeated Washington’s assertion that the United States has a “national interest” in free navigation in the sea.

Yang said later that he had reassured ministers from more than 20 Asia-Pacific countries gathered for the Asean Regional Forum that tensions between China and its rival claimants would not affect shipping trade.

“What I told the summit is that freedom of navigation in this region is guaranteed,” Yang told reporters Saturday.

“If there is no guarantee… how do we explain Asia contributed to half of the world’s economy recovery?”

In recent months, the Philippines and Vietnam have expressed anger over what they call China’s increasingly aggressive actions in the potentially resource-rich sea, such as harassing fishermen and oil exploration vessels.

Philippine Foreign Secretary Albert del Rosario said Yang’s comments on freedom of navigation offered little comfort because China maintained its position that no other country had any rights to the sea.

“How can you discuss anything bilaterally when you sit down with them and they say that they own everything?” he said in Bali Saturday.

    In ancient time, Western missionaries and traders given the name South China Sea so that it’s easier to recognise, not because it’s belonging to China. The name South china Sea was given so that, other western countries and their people recognise the area a lot more easier than individual country, such as the West Philippines Sea. Only kindergarten and irrational and narrow minded that, the name of the sea, or the name of land, is actually belonging to that country’s name or that person. China knows the Paracel and Spratly islands does not belonging to them, but since they think they have the force and the warfare to suppress other nation’s claimant to the islands, they thought they can do it. The U shape claimed by China  of the East sea only appear in their kindergarten history text book within the last 10 years. If you ask any of the Chinese historians, each historian can come up with so many dates in history, and you know what the Chinese are good at, making up stories. They are number one bullshi T artists. Just take the case to the International Law and argue the case. Hopeless of talking to the Chinkz. They are one selfish, greedy, shifty, falsifying country. Don’t trust their words but look at their actions. They are the criminal of the world.

    Stop doing business in china, US  & Western countries’ manufacturing must return to their own countries or relocate to their true allies, gradually wean away foreign investments from China as a powerful china will one day become a monster & bully the entire world, they are a dictatorship, boycott china!!!

    Chinese position:  West Philippine Sea is OURS!  Now, what’s your problem Pinoy?  This kind of Chinese position is hard to dislodge.  It is like a verdict before the trial.  “You are guilty.  Now, prove you are innocent” kind of argument!  The only way to argue our claim is to arm ourselves enough to inflict damage to their claim of superior strength if needed be.  If we have nothing to show as a form of deterent, these chinese would not even blink an eye to our stand.  If we can show we can chop a leg or two, they might think twice before bullying us to submission.

    Simple. Do not outsource any manufacturing /production etc to CHINA. Buy our own products. Tighten foreign ownerships of any agricultural and industrial lands in the Philippines!

    I bet, the decisions once will be made between the international economic big-players behind close doors.  And the Philippines will  not even be invited  to that talks.  This is an economic and money-game and the low-budget countries will not even been asked.  It is useless to waste any more word or time in that.  One day, the Filipinos will get a candy from the big brother overseas and they will be thanked for their understanding. Amen.

    What Vietnamese and Philippines people need to do is to get rid of those corrupted government officials. The good thing about Philippines country is that, the country is moving towards democracy, with corrupted officials attache to the system. Therefore, you can get rid of them slowly through voting them out. On the other hand, Vietnam is a communist state and the Vietnamese communist imbecile government can not run the country and the Vietnamese people can not topple these corrupted official out, because there is no democratic voting system. The Vietnamese communist government only cried out to their people for help and asked their citizens to stand up against Chinese aggression when Chinese intruded and violated the country. When every thing becoming normal again, the Vietnamese communist government beginning to suppress their people again and putting their people back to jail. What needed here is, Philippines people get rid of those old dogz that support China’s ideology. In other words, who shakes hands with China is the country’s spy for China. Get rid of those corrupted officials before they sold the land and sea to China. Vietnamese people, on the other hand, is waiting further for these Vietnamese communist imbecile government to stuff up more, before they can get their freedom by uprising. That’s the only way of change in Vietnam.
