China rejects Philippine UN mediation bid

BEIJING—China said Tuesday it has rejected the Philippines’ attempt to seek international arbitration over conflicting claims to territory in the West Philippine Sea (South China Sea).

Foreign Ministry spokesman Hong Lei said that China’s ambassador to Manila, Ma Keqing, had returned Manila’s formal notification of the move to a Philippine Department of Foreign Affairs (DFA) official. Hong said the proposal was historically and legally incorrect and contained unacceptable accusations against China.

The Philippines informed China last month of its plans to take the countries’ conflicting claims to a tribunal operating under the 1982 United Nations Convention on the Law of the Sea. It wants the panel to declare Beijing’s moves in the potentially oil-rich waters unlawful.

The DFA said in a statement Tuesday that China’s rejection will not interfere with the arbitration process that the Philippines has started.

“The Philippines remains committed to arbitration, which is a friendly, peaceful and durable form of dispute settlement that should be welcomed by all,” the statement said.

Even if a tribunal ruled against China, Beijing could choose to ignore the ruling.

Six governments have overlapping claims in the West Philippine Sea. China claims sovereignty over virtually all of it.

Chinese paramilitary ships confronted Philippine vessels last year in a monthslong standoff over a disputed shoal. China has effectively controlled the shoal since June, when Manila withdrew its ships as a typhoon approached.

There are fears that territorial conflicts in the region, including a dispute between Japan and China in the East China Sea, could spark Asia’s next armed conflict.

The United States, which says it has a national interest in the peaceful resolution of disputes in the South China Sea, made clear Tuesday it supports the Philippine attempt to seek international arbitration.

State Department spokeswoman Victoria Nuland said the US will continue to encourage the Association of Southeast Asian Nations and China to make progress on a code of conduct.

“We don’t believe that the pursuit of a dispute settlement procedure set forth in the Law of the Sea Convention should preclude or hinder the code of conduct negotiations. We see value to both,” she said at a news briefing.

        At hindi lang yan , when i was a boy— me and my dad would go to the wet meat market twice weekly . Ang daming mga karne at hindi mo alam kung baka , kabayo o kalabao . Sabi naman ng mama , karneng baka ito ho . So binibili namin pero pagkatapos naluto na namin ang tigas. Bakit naman. Ang karne pala binili namin ay kalabaw at kabayo . The meat looks so dark red , fresh and healthy looking but unknown to us it was horse meat. Pero niluko kami sa nagtitinda na bakang karne daw.

        Kaya kahit saan mag ingat ka talaga. Pati luto dyan sa paligid ay galing sa botchang baboy at chicken isaw. Mura at masarap pero makahepatitis ka naman, At yung gumagawa dyan ay walang hugas ang mga kamay. Kadiri patay bata ka doi.

    Our government, too afraid of the Chinese surrendered Scarborough to Chinese control. We wont be surprised if Spratly is next.

    Our Navy, too lazy and afraid to patrol philippine waters. They were paid doing nothing.

      Meyrong alagang buhay na baboy at kambeng ang alaga ng PN kung kung magpapatrolya mga yan.  Bakit alam ko? Kasi palagi yan sila bumibili ng baboy sa kapit bahay ko na may alagang piggery.

      Speaking of false claims, check out the map this article provides. It’s a screenshot straight from Google maps, no WPS, only SCS. That’s why point A is actually just Philippines Sea as whoever posted this article tried to search WPS and Google only found the next closest thing.

        yes i had 3 friends this year sold their businesses that they owned with their wives and left the country one went to cambodia one left because of the outages and 2 because of the red tape. another last month lost his house because his wife ran up a big gambling debt and sold the house out from underneath him to pay her debts speaking of outages ive had 3 so far this week  one for 12 hours. the record is 5 in one day and 9 in one week.

    All old maps support the Philippines’ claim that Scarborough or Panatag Shoal belongs to its territory and not China, as they show the disputed area was under Spanish colonial sovereignty as far back as 1734.

    The oldest map, titled Carta Hydrografica de las Islas Filipinas and by Spanish cartographer Pedro Murillo Velarde, includes a space designated as “Panacot” or “Bajo de Masinloc” off the coast of Zambales.

    Spain occupied the Philippines for more than 300 years.

    This navigation chart, along with another by Murillo Velarde dated 1734 and two later maps, one of them British, shows the shoal 124 nautical miles from the Luzon coastline.

    The four maps that feature Scarborough Shoal are part of of the exhibition Three Hundred Years of Philippine Maps: 1598-1898 unveiled on Tuesday, June 26 at the Metropolitan Museum of Manila as part of several activities commemorating the tenth anniversary of Filipino-Spanish Friendship Day on Saturday, June 30.

    China has no oldest Maps to claim scarborough shoals.

      The Courts in ICJ shall dismiss ALL OLD SPAIN MAPS of their Philippines as they are ALL overruled by the clear and absolute territorial boundaries that define the entire Philippines legally documented within the Treaty of Paris 1898, Article III.

      Therein, the Courts shall accept and consider the following points of territorial boundaries that define the entire Philippines as final and absolute on behalf of Spain:

      1) 20 deg. latitude, 118 deg. longitude
      2) 20 deg. latitude, 127 deg. longitude
      3) 4 deg. latitude, 127 deg. longitude
      4) 4 deg. latitude, 119 deg. longitude
      5) 7 deg. latitude, 119 deg. longitude
      6) 7 deg. latitude, 116 deg. longitude
      7) 10 deg. latitude, 118 deg. longitude
      8) 20 deg. latitude, 118 deg. longitude

      Scarborough Shoal is located at 15 deg. latitude, 117 deg. longitude and does not fall within these territorial boundaries that define the entire Philippines.

      Thus, Scarborough Shoal does not belong to the Philippines.

    Based on UNCLOS rules under Article 56, the arbitration body shall also
    remind you that the EEZ cannot be used to claim sovereign rights to
    “islands”.”

    The argument of the Philippine side is that Scarborough Shoal is not an island. It makes sense though. How can it be considered an island when in certain time and days it is underneath the water. During high tide the shoal disappears. It cannot be defined as an island and therefore the EEZ argument of the Philippines must be applied. Now we will wait for the decision of UNCLOS. Let us not get too ahead here PurpleDaisy13.

    Scarborough Shoal is 123nm away from Subic Port. That is not far at all. A US Navy Cruiser can get there in six hours from Subic Port.

    Shoal. Why? Because our US is not a claimant over the dispute on
    Scarborough Shoal nor do our US Navy have any obligation or
    responsibility to do your job of patrolling your waters.”

    It does matter a lot, at least to the Chinese. A strong US Navy presence in the region will act as a counterbalance to the Chinese Navy. Even if the US is not a claimant, it’s still has an interest in freedom of navigation, unimpeded flow of commerce, and regional security. China hates seeing US Navy ships and submarines wandering around South China Sea and East China Sea. Therefore, it matters a lot to Beijing.

    No, no, no. This is far more than China, Philippines dispute. China wants to expand its maritime boundary not only for economic reason but mostly for strategic reason. It wants to expand its influence in the pacific region and kick the US out of the area. China sees the US as a threat to its superpower ambition. The Asia Pivot is a strategy of the US to counter China’s growing influence in the region.
