Archbishop Tagle: Sex abuse a global reality

VATICAN CITY—Newly appointed Manila Archbishop Luis Antonio Tagle, a rising star in the Catholic Church hierarchy, is expected to address a major international conference on Thursday about the particular challenges of dealing with the issue of child abuse in Asia.

A preconference press statement said Tagle’s speech would show “that sexual abuse inside and outside the Church is a global reality, not focused simply in the United States and Europe.”

“Careful consideration needs to be given to the cultural values that can foster greater transparency and cooperation as a universal Church that protects the most vulnerable,” the statement said.

The Vatican’s top prosecutor has warned that the Catholic Church in Asia is falling behind in the fight against pedophilia due to cultural differences over what constitutes child abuse.

“The problem is very accentuated in Asia,” Archbishop Charles Scicluna told reporters ahead of the conference this week in the Vatican’s Gregorian University on the crisis of pedophilia in the Church.

“There is an awareness that there is abuse and something needs to be done,” added Scicluna, who addressed an unprecedented closed-door meeting on the issue with Asian Church leaders in Bangkok in November last year.

The Vatican has asked national bishops’ conferences from around the world to submit by May their guidelines on how to deal with abusive priests and cooperate with local law enforcement in an effort to root out abuse.

“There are some who will miss the deadline but they’ll get there in the end,” said Scicluna, who as “promoter of justice” for the Vatican is charged with looking into the thousands of cases of abuse by clergy.

“In some cultures, it’s hard for victims to come forward. We are debating how to change a culture that favors silence over denunciation,” he said.

Thousands of clergy abuse scandals in Europe and the United States have rocked the Catholic Church in recent years, revealing a culture of cover-up dating back decades that Church leaders say they now want to eradicate.

Far fewer cases of child abuse have come to light in other parts of the world such as Asia, Africa and Latin America, where public scandals involving financial corruption or sexual affairs by priests with women have been more common.

One exception has been the Philippines, where the Church has apologized for abuses committed by priests over a period of 20 years and clergymen have been defrocked, although few if any have been brought to justice.

The meeting of the Federation of Asian Bishops’ Conferences (FABC) in November last year, titled “The Impact of Pedophilia: Crisis in the Church in Asia,” warned that abuse “has already become a considerably serious problem in Asia.”

“Let us not be complacent that pedophilia is a problem of the West or the other continents of the world. It is equally prevalent in many countries in Asia,” the organizers said, calling for “drastic and immediate measures.”

The FABC said the problem was particularly urgent because many men and women of the clergy “are not aware of what in reality is pedophilia.”

Fr. Hans Zollner, one of the organizers of the Vatican conference, said an important challenge for the Church was how to apply on a global level its experience in dealing with child abuse cases in Western countries.

    “In some cultures, it’s hard for victims to come forward…” Yes more especially if the culprit is a priest. I know of a secular priest who was known to be a pedophile. Victimizing young boys in different parishes where he is assigned. Having known by the bishop he was transferred to a far away place but after many years he was back again and was assigned to his previous assignment. And nothing seems to happen to him

      Tunay ngang binabatikos ni Rizal ang pagmamalabis ng mga prayle noong panahon at tunay rin na ang ilang pamunuan ng Simbahan ay hindi pabor sa paggawang babasahin sa paaralan ang Noli at Fili, pero noon yon.

      Hindi rin nilalahat ni Rizal ang lahat ng prayle o pari sa Simbahan. Huwag mo sanang malimutan na ang El Filibusterismo ay inihandog ni Rizal sa tatlong pilipinong paring martir: Gomez, Burgos at Zamora.

      Sa El Fili makikilala rin ang isang huwarang pari, si Padre Florentino, na amain ni Isagani at kumupkop at duminig sa kumpisal ni Simoun bago siya namatay.

        Antonio, tulad mo alam ko rin ang sagot. Sa katunayan, nakapaskil ang buong dokumento (taong 1956) ng Philippine Church Hierarchy ukol sa dalawang nobela ni Rizal sa website mismo ng CBCP. Nailathala ang dokumentong ito noong hindi pa naitatatag ang organisasyon ng CBCP na mayroon tayo sa kasalukuyan. Bagamat isang katoliko, masaya akong naipasa batas ang pagbabasa sa mga paaralan ng Noli at Fili at sa kasalukuyan naman walang objection dito ang Simbahan.

        Hindi ko lamang maintindihan ang gusto mong sabihin sa “kinapon ng husto”. Batay kasi sa pag-aaral ng kasaysayan isang kabanata lang naman ang hindi naisama: ang kabanata tungkol kay Elias at Salome. Ngunit sa mga bagong limbag ng Noli, ito ay kasama na at nakalagay sa bandang huli ng aklat.

        Bagamat may masasamang prayle sa nobela ni Rizal, huwag mong limutin na ang El Fili ay inialay ng may-akda sa tatlong paring martir na si Gomez, Burgos at Zamora. Naandyan din si Padre Florentino, isang mabuting prayleng pilipino na amain ni Isagani at kumupkop kay Simoun at duminig sa kanyang kumpisal bago ito nalagutan ng hininga. Maging obhetibo ka sana sa iyong textual analysis ng aklat.

        mang empoy hindi ko naman po nilalahat pero ang punto dito ay ang impluwensya na ginagamit sa masamang bagay, ako man din po ay katoliko at hindi ako aalis sa paggiging katoliko dahil sa mga gusto ng simbahan dahil wala din naman akong mapapala kung lilipat ako sa ibang religion, ang sa akin sino ba ang apektado kung hindi kakapunin ang dalawang aklat, sino ba ang may impluwensya para hindi man direktang ipagutos o naisin ang pagpapakapon sa dalawang aklat.

        kung titingnan natin ang kasalukuyan, nangyayari pa rin ang mga karumal dumal na pangyayari dahil una, karamihan ay hindi alam ang ating kasaysayan, pangalawa kinakanlong ng mga demonyong damaso ang mga rapist priest.

        Ako man po ay hindi rin sang-ayon sa pinaikling bersyon o ayon sa inyo kinapong bersyon ng aklat. Maraming magagandang bahagi ng nobela ang nawala sa textbook edition na iyan, at ang malungkot pa baka komiks version na lang ang binabasa ng ibang estudyante.Meron lamang akong reservation patungkol sa mga pari na may direct o indirect influence sa pagkakapon ng aklat. Palagay ko ay wala naman. Opinyon ko lamang po. Kung babasahin nyo yung 1956 document ng Church Hierarchy, mababasa nyo mismo na hindi pagtatakip sa masasamang gawain ng mga prayle ang dahilan sa pagtutol noon sa pagbabasa ng dalawang nobela.Ako man ay hindi sang-ayon sa mga paring nangmomolestya at itinatago pa ng kapwa. Mabuti naman at gagawan ito ng solusyon sa pangunguna ni Archbishop Tagle.

    the church should have a strict screening process on those who want to become priest… marami kasing bakla ang gustong mag pari. Dapat mahigpit ang simbahan pag dating dto….at kung sa seminaryo ay makikitang  pa bakla-bakla, dapat kick-out agad… (kampon ng demonyo ang mga bakla)

      The problem with sexual abuse is not limited to boys…even girls and adult females are victims too! Heard of Fr. Cabonce, Bishops Yalung and Bacani? Their alleged victims are females!!! So yeah it’s across gender lines.

      Siguro parang sa HR lang din yan, kahit anong higpit mo sa pagtanggap ng mga aplikante mayroon pa ring nakakalusot na hindi kaayaaya para sa trabaho. Hindi mo kayang makita sa resume at sa interview ang buong pagkatao ng isang aplikante.

        Of course, that is true. Child abuse is a sin and a crime at the same time. I did not deny that fact and I agree that the culprit must be brought to trial and if proven guilty must punished according to the existing laws.

    I challenge you to do your part by cleaning up your own ranks. Stop coddling the child molesters, rapists, and gay sodomizers within your church.

    mr. tagle, you will have more credibility, if you will include on your speech, concrete steps you will take to solve the problem.

    a good campaign among your ranks is, “priesthood may not be for you, go ahead and marry.”  instead of perverted sexual behavior ask them to leave the priesthood and marrr.  that’s how the bible has written the law anyway.

    This problem has been around for decades! And you’re only discussing about it now?!? You’re not even taking any concrete steps yet?!? Buwisit ka Tagle at ang buong simbahang Katoliko! Identify the pedophile and throw him in jail. What’s so difficult about that? The fact the person is a priest or any other part of the Church should not make an iota of difference.

    I don’t know he I should be infuriated with more: this priest or the people that believe something will come out of this.
