Top terrorists may have evaded bombs

Security officials have given different accounts of whether or not top Southeast Asian terror suspects Zulkifli bin Hir from Malaysia and Abdullah Ali from Singapore were killed in a recent military air strike on an Abu Sayyaf hideout in Jolo.

Not a single body was retrieved by police from the hilly jungle lair near Lanao Dakulah, fueling speculation on just who had been killed.

Regional military commander Major General Noel Coballes on Thursday said that Bin Hir, who used the name Marwan, and Ali, known as Muawiyah, were slain along with Abu Sayyaf commander Umbra Jumdail and 12 others when their camp was bombarded by two Philippine Air Force OV-10 Broncos delivering 227-kg bombs.

Two Philippine security officials with knowledge of the operation, however, told The Associated Press that new intelligence showed Jumdail along with his son and seven other terror suspects were killed but Marwan and Muawiyah were not in the vicinity.

The United States had offered a $5 million reward for the capture of Marwan, a US-educated engineer accused of involvement in deadly bombings in the Philippines, organizing terror training and plotting attacks.

Philippine security officials on Sunday said Jumdail and his group were planning new terror attacks, including kidnappings of foreigners and bombings, when they were slain.

Military spokesperson Colonel Arnulfo Marcelo Burgos said Jumdail’s death was a major blow to his al-Qaeda-linked group because he had harbored several Southeast Asian terrorist figures who provided funds and bomb-making training.

Charisma, big loss

“He had charisma and was the real link to foreign militants,” Burgos said of Jumdail. “He was a big loss.”

A few villagers, who were secretly working for the military, went up to Jumdail’s hideout pretending to seek medical treatment in order to leave some kind of sensor, which was later used by the bomber planes to zero in on the terrorists’ lair, one of the officials said.

Jumdail, also known as Dr. Abu Pula, had a knowledge of medicine and had drawn the loyalty of his men and poor villagers by treating ordinary illnesses and performing surgery, the official said.

The two officials spoke on condition of anonymity because they were not authorized to talk to reporters.

Credibility is a hard commodity in the government. This sorry state of how government is viewed is further undermined in telling the world how the camp was bombed, but no dead bodies is recovered to show proof that the aireal bombing is indeed true.
Kaya, hindi umaangat ang bayan dahil puro publicity lang at hindi pa tutuo.

It’s called “propaganda”, not “publicity” and is part of every nation’s development.  All governments, especially the US, use propaganda and print lies and half-truths.  If i were you, I would not single out the PH for this grave abuse of public trust.  It is the public’s responsibility to research the truth and know history and issues behind the story.  Do not rely on mass media to do it for you because they are biased and controlled by a small group.  That is just the nature of the world.

Kabayan, from the manner of your reply and content, I am persuaded you are knowledgeable of things what we call strategic thinking and operational tactics.
I agree with your assessment that there is a distinction between the employment of “propaganda” versus publicity.
However, I would still argue, truth must be the underlying motivation whether the means used in disseminating info is via propaganda, press release, or mere publiscity.
I always go for the end purpose of any conceived action. What is the bottom line of the Armed Forces for issuing a propaganda devoid of truth?
How could our Armed Forces or the Dept of Defense win the goodwill of the tax paying Filipinos when they are being lied to?
You are correct, Kabayan, that other nations uses propaganda too. But, why would we parrot the practice of falsehood of other nations?
Goebbels, the media person of Hitler is an expert in spreading lies via propaganda. At first Nazi Germany was winning the war since their own people were duped of Goebbels ‘lies. But in the end, what was the outcome?
Let me bring closer my case by citing the propagand war of U.S.A. against the nation of Iraq. Many of the members of the Coalition of the Coerced were deceived regarding the propaganda about Saddam’s weapons of mass destruction.
So, what was the result? Bush and his cohorts look tall as heroes at first glance. But where are they now? Bush, his Defense Secretary, and Gen Collins when truth was revealed of the falsity of their propaganda?
What really bothers me, is: Why employ lies in the pursuit of what is good?
I am acqauinted about diversionary tactics; I am familiar of the far reaching effects of publicity.
        But why resort to lying?
What good does it bring if our own Armed Forces and the Department of Defense engaged in lying to their own people, in lying to their own soldiers, in lying to the world?
The old homeland, the Philippines, is aleady mired with corrupt governance. Will lying correct the mess we find ourselves into?

Good you brought up Goebbels, who said that propaganda is most effective when it was indirect…”That is the secret of propaganda: to permeate the person it aims to grasp, without his even noticing that he is being permeated…(its purpose) must be concealed with such cleverness and virtuosity that the person on whom this purpose is to be carried out doesn’t notice at all.”

So you can see, the Nazi’s were very sophisticated at their propaganda, even if they only lasted a little over 12 years.  US propaganda started as early as the 1920′s with the use of Edward Bernays, the “father of PR (public relations)” and is so sophisticated today, that people hardly notice, just as Goebbels suggested.  After the US invaded Cuba and the Philippines in 1899, it embarked on a military campaign to invade central America in order to install friendly govts that would establish huge contract farming and mining rights to American corporations.  That is how the US became the riches superpower in the world through military conquests, only many Filipino’s don’t know it because of their propaganda.

By comparison, PH propaganda is crude but then its audience is not that sophisticated either.  In the early 1930′s, Germany was the most advanced nation on Earth, even more advanced the the US so their Ministry of Propaganda was one of the best in the world.

However, the Nazi’s were not the first to use propaganda as the British, Soviets and US made use of it to further their empires before the Nazi’s came to power.

No, of course not, lying does not solve our problems.  Propaganda hides the political issues.  Its purpose is usually to push the agenda of people in power, for personal gain.

The Mindanao conflict can only be solved by a political solution, not a military one.  But, because the AFP makes a living by US military assistance (since the PH military budget is so small), it will do all it can to support the Americans having their military bases and operations here. The US, like every empire in existence, uses propaganda to mobilize popular support for its military campaigns.  Without the US public’s support, the US cannot even beat a Third World army.

Kabayan, my appreciation for your incisive inputs. To be upfornt about it, after finising my Management studies, I was encouraged by the schoo registrar that if I shall spend anoher couple of semesters I could complete three more academic majors, i.e., Marketng, Advertising, and Public Relations since I would only be taking nine units more of each program.
I really struggled when our Intructors coached us that there is no harm for “little white lies” to advance the product or enhance the profile of the party we are “promoting”.
One occassion, I was invited to listen to the policy speech of the newly designated SND. I was in Manila. After the speech, I joined the group of the CoS in huddle with his J staff.. The spokesperson, an Army LtCol of the Armed Forces approached the CoS asking for guidance since the media is requesting for an interview regarding some matters in  Mindanao. The spokesperson was told, “deny, deny, deny….”
Hinabol ko ang LtCol….sabi ko, “Why should you lie to the Filipino people? Why not tell the media reporters in straightforward manner that you do not want to speak about it, neither to deny nor confirm the info. You can always invoke that the sensitive nature of the subject involving national security is not normally discussed in public”.
Of course, I am not the “boss” of the AFP spokesperson.
Kaya hindi tayo umaangat eh bilang bansa kasi halos lahat yata sa pamamalakad natin sa gobyerno puro kasinungalingan.
