EU bars Philippine, Congolese airlines from its airspace

BRUSSELS—The European Union has placed airlines from the Philippines, Honduras and the two Congos on its blacklist of carriers forbidden from flying in the 27-nation bloc.

Aeromajestic and Interisland Airlines, a Filipino company, Stellar Airways from the Democratic Republic of Congo and Equatorial Congo from the Republic of Congo were banned because they failed to provide documented evidence that they comply with international safety standards.

Honduran carrier Rollins Air was placed on the list after France raised concerns about the airline’s safety, the European Commission said.

The EU’s executive arm also slapped restrictions on Jordan Aviation, barring three Boeing 767s operated by the Jordanian airline from using European airspace.

“Safety comes first. We cannot afford any compromise in this area,” said EU transport commissioner Siim Kallas.

“Where we have evidence inside or outside the European Union that air carriers are not performing safe operations we must act to exclude any risks to safety,” he said.

The commission decided to leave three Russian carriers off its list — VIM AVIA, Yakutia and Tatarstan Airlines — after Russian authorities decided to impose their own operating restrictions on the companies.

Although the EU’s air safety committee was “very concerned” with the performance of Albanian airlines, the commission kept them off the list too after Albanian authorities took “very strong” safety enforcement measures.

The EU flight-ban list now counts 273 airlines from 20 countries.

wow, who cares about EU ? Philippine Carriers don’t fly to any EU countries. they do it on Code sharing basis. PAL have long stopped flying on most european countries because of stiff competition from their respective national airlines. They enjoy certain perks from their own government, which incidentally PAL does not enjoy even from the PHIL. Government.
Besides ,if this international safety standards are not met ,why do EU airlines still fly to the country they have banned ?

    • Anonymous

“because of stiff competition from their respective national airlines”

Wrong,,there are no competion and PAL have numerous times tryed to change the Blacklist

“”PAL said the EC action was also due to the US Federal Aviation
Administration’s January 2008 decision to downgrade the Philippines’
      safety rating.

It pointed out that despite the downgrade, FAA still allows PAL to operate up to 33 regular weekly flights from the Philippines to five US cities.”"

You have also restricted# flights to US

      The main reason is this:

“”The government’s lax enforcement of aviation safety rules has prompted
the European Commission (EC) to ban Philippine carriers from flying to
the 27 member states of the European Union (EU)”".

      • Anonymous

As i have stated ,PAL stopped flying to most European countries long before EU was created. So what’s the point in enforcing a ban on all Philippine carriers when they do not fly over there ? They should ban their own national airlines from flying to the Philippines if they felt that the ATO has a lax enforcement of aviation safety rules here. Why fly here when it is risky for them?
Is EU/EC  “PUTTING THE CART BEFORE THE HORSE “?

        Ask FAA not EU,,

On January 17, 2008, the United States Federal Aviation Administration (FAA) downgraded the Philippines’
rating to Category 2 from Category 1, since its Air Transportation
Office (Philippines) (ATO) did not fully satisfy international safety
standards. Consequently, Philippine Airlines (PAL) president Jaime Bautista stated that its 2008 growth targets would be lowered. Just out of 8 years of receivership last year, the FAA decision prevented PAL from increasing US flights from 33 per week.[10] Then President Gloria Macapagal-Arroyo
dismissed acting Air Transportation Office chief Danilo Dimagiba after
the downgrade and designated DOTC [Department of Transportation and
Communications] Secretary Leandro Mendoza as concurrent Officer in Charge of ATO. Also, the Embassy of the United States in Manila
warned US citizens in the Philippines “to refrain from using
Philippine-based carriers due to ‘serious concerns’ about the ATO’s
alleged mishandling of the aviation industry.” Dimagiba blamed lack of
funds for the FAA downgrade, alleging that ATO needs Php 1 billion ($1 =
    Php 40), roughly around $25,000,000.[11]

Effective April 1, 2010, the European Union, following the FAA’s
lead, banned Philippine carriers from flying to Europe. Asia Times
reported, “EU ambassador Alistair MacDonald said: ‘The commission
considers that the supervisory authority is currently not able to
implement and enforce the relevant safety standards, and decided
therefore to ban from EU airspace all air carriers licensed in the
Philippines until these deficiencies are corrected.’”[12]

On June 19, 2010, important navigation equipment at the Manila
airport maintained by CAAP failed. The very high frequency
omni-directional radio range (VOR) which helps planes land especially in
bad weather stopped working due to heavy rain and there was no
available replacement. One had to be brought from another airport

misleading ang article na ito. sobrang dina-downgrade ang buong bansa para sa isang maliit na company. although ive never heard of this Aeromajestic and Interisland Airlines, it doesnt seem that they will be flying to europe, interisland nga e. pero totoo naman na lugmok na talaga ang kalagayan ng ating aviation industry.
its very unfair para sa mga developing countries na minsan ginigipit tayo ng mga western countries. example na ang PAL, they want to upgrade the fleet to meet the high demand para sa PH-US flights nila and they will make a deal with Boeing (US company). its very ironic na bibili ka ng aircraft from a US company pero you cannot fly it in to the US coz of the FAA ban.

      “misleading ang article na ito”

Korek,,the 2 Airlines have noting to do with the black list parse,,

      and also

It does not matter if PAL buy brand new Boings,,that will not change the status of the RP Aviation “body”

  • Chua Bee

Why should we fly to EU anyway,,,,they are becoming poorer by the day. Money is in ASIA in the next century.

Dapat iboycott ng ASIA ang EU sa itinerary nila….

    • Anonymous

      “”Money is in ASIA”"

Yea correct,,,In China,,India, and Singapore etc,,,not The Philippines,,the y have to send all people abroad to survive,,your dreams are exclusive people like Arroyos etc.
People like you will make this never change,,period

Ps Japan is going to be next economic meltdown Ds
